Implementation of a Comprehensive Facility Management Concept for the Dessau Plant of DB Fahrzeuginstandhaltung GmbH
 

Task
Development of a facility and maintenance concept for all plant assets and machinery of Deutsche Bahn's locomotive and train carriage maintenance plant in Dessau to lower operational costs and increase process-related efficiency as well as plant availability. 

Preliminary Events and Preparation
All service procedures and the process-related management at Deutsche Bahn's Dessau plant did not comply with today's state-of-the-art transparency and controlling requirements. The following issues had to be tackled:

  • a large number of irregular individual errands
  • insufficient coordination
  • high administrative costs 
  • ambiguous cost structure 
  • low focus on core processes 
  • dissatisfactory plant and equipment availability
  • intolerable rate of failures of technical assets during production
  • no maintenance concept (ad hoc maintenance as a rule)
  • no spare parts management concept 
  • no utilisation of synergies at hand 
  • staff redundancies

After identification of these work flow and organisational deficiencies with regard to secondary processes, DB Services was commissioned to implement and manage all necessary services to put an end to these defects. Accordingly, DB Services developed a concept defining targets and measures. 
 
Contractor
DB Services is a division of Deutsche Bahn AG grouped into six regional service units, which take care of industrial services and infrastructural maintenance. This comprises professional services for commercial, administrative, logistics and industrial buildings. DB Services has a long-time experience in managing frequently used traffic hubs and industrial sites. In Germany, about 14.000 highly qualified specialists, modern technology, and intelligent use of telecommunications guarantees competence and reliability of DB Services at work. Specialists for building services engineering and industrial maintenance services are competent partners for technical facility management needs, such as servicing machinery or plant dismantling and modification. This includes all technical systems typically associated with a building: heating systems, air conditioning, sanitary engineering, electric and conveyor technique. DB Services develops individual life-cycle solutions for servicing machinery and plant equipment. This includes maintenance, repair, fault clearance, and facility management solutions. DB Services' service scope also includes infrastructure services such as building, glass and facade cleaning, winter gritting and snow-clearing services, gardening services as well as site management or even covering conference, event, and postal services. DB Services offers integrated industrial services solutions custom-made for individual client requirements and planning. By defining clear quality standards cost saving synergies are effectuated, transparent responsibilities are achieved and interfaces are minimized. Thus, customers may focus on their core business. At the same time, DB Services assures through its quality management system a continuous and high-grade service quality. DB Services pursues a stringently quality-oriented policy to further develop and enhance industrial services standards through affiliation with associations and institutions.

  • Optimisation of secondary processes led to higher efficiency and higher process sustainability of all core processes of the ordering party. 
  • Reduction of ad hoc maintenance orders by up to 95%.
